FG Scraps Three-Month Terminal Leave for Civil Servants

The Federal Government of Nigeria has announced the scrapping of the longstanding three-month terminal leave policy for civil servants, in a sweeping public service reform that is set to significantly alter retirement procedures across the federal civil service.
The policy change, which has generated considerable debate among civil servants, labour unions, and public administration experts, marks one of the most significant adjustments to Nigeria’s civil service framework in recent times.

Terminal leave, which had traditionally granted retiring civil servants a three-month paid leave period before their official exit from service, has long been considered a standard entitlement within Nigeria’s public service structure.

The Federal Government’s decision to scrap the policy is believed to be part of broader efforts to streamline public service operations, reduce personnel costs, and reposition the civil service for greater efficiency and productivity in line with ongoing government reforms.

However, the announcement has not been without controversy. Labour unions and civil servant associations are said to be closely scrutinising the policy change, with many workers expressing concern over what the scrapping of terminal leave means for their welfare, retirement benefits, and overall conditions of service.

Human rights and labour advocates have urged the Federal Government to ensure that the scrapping of terminal leave does not translate into a reduction of the rights and entitlements of hardworking civil servants who have dedicated years of their lives to public service.

The Head of the Civil Service of the Federation is expected to issue further guidelines on the implementation of the new policy and what it means for civil servants approaching retirement across all federal ministries, departments, and agencies.
