INEC: PVC Collection Begins October 9 Nationwide as Voter Register Nears 100 Million

…Amupitan Says 10.77 Million New Registrations Recorded, Warns Officials Against Partisan Conduct

The Independent National Electoral Commission (INEC) has announced that the nationwide collection of Permanent Voter Cards (PVCs) will commence on October 9, 2026, ahead of the 2027 general elections.

CDA News Nigeria reports that INEC Chairman, Professor Joash Amupitan, SAN, made the announcement on Monday in Kaduna during the North-West Zonal Interactive Meeting with Staff and Readiness Assessment for the 2027 General Election .

CDA News Nigeria gathered that Amupitan said the recent Continuous Voter Registration (CVR) exercise, conducted in three phases between August 2025 and July 2026, produced 10,772,421 new registrations. He noted that the figures are subject to verification through the Automated Biometric Identification System.

The INEC chairman disclosed that the national voter register is now approaching the 100 million mark, up from the 93,469,008 registered voters ahead of the 2023 general elections.

Amupitan directed officials to eliminate PVC distribution bottlenecks, particularly at the Local Government Area level, to prevent the disenfranchisement of eligible citizens. He stressed that the success of any election depends on field operations rather than decisions made at the commission’s headquarters.

“The true success of any election is not decided solely in the meeting rooms of our headquarters in Abuja. It is decided in the field,” Amupitan said.

He also warned electoral officials against partisan conduct and administrative negligence, stating that the neutrality and professionalism of field personnel would be critical to public confidence in the electoral process.

The commission said it is refining its technological systems, including voter verification and result transmission, and adopting a “Zero-Failure” approach to logistics covering early deployment of materials, security coordination, and training of ad-hoc personnel.

The Kaduna engagement included a courtesy visit by Amupitan to the Emir of Zazzau, where he sought the support of traditional institutions in encouraging eligible citizens to collect their PVCs.
