NCDC Flags Lagos, FCT, Kano, Rivers and Six Other States as High-Risk Zones Requiring Urgent Attention

The Nigeria Centre for Disease Control and Prevention (NCDC) has escalated its national Ebola preparedness response by specifically flagging Lagos, the Federal Capital Territory (FCT), Kano, Rivers State, and six other states as high-risk zones — directing immediate, intensified, and targeted emergency public health interventions in these states as Ebola concerns continue to mount across the country.

The designation of these ten states as priority high-risk zones reflects a careful epidemiological assessment of multiple critical risk factors — including high international travel volumes, dense urban populations, major international airports and seaports, high inter-state population movement, and the presence of large healthcare facilities that could serve as amplification points if an Ebola case goes undetected.

Lagos — Nigeria’s commercial capital and home to the country’s busiest international airport — tops the high-risk list as the single most vulnerable point of entry for any imported Ebola case, given the millions of international travellers, business persons, and diaspora Nigerians passing through Murtala Muhammed International Airport annually.

The FCT Abuja, as the seat of government and a major hub of diplomatic, political, and international activity, faces heightened risk from the constant movement of foreign dignitaries, UN officials, international organisation staff, and diplomatic personnel whose travel patterns increase exposure to outbreak zones.

Kano — Nigeria’s largest northern city and a major commercial gateway to the Sahel and West Africa — is flagged for its extensive cross-border trade networks and high population density, while Rivers State is identified as a high-risk zone due to its major seaport, oil industry-driven international workforce, and Port Harcourt International Airport.

The NCDC has directed all ten flagged states to immediately activate the highest level of their Emergency Operations Centres (EOC), ensure that all isolation and treatment facilities are fully operational and adequately stocked, intensify training of healthcare workers on Ebola case identification and management, and deploy rapid response teams to all high-traffic points of entry within their jurisdictions.

State health commissioners in the ten flagged states have been specifically directed to personally oversee the implementation of emergency preparedness measures — with the NCDC warning that complacency at any level of the response chain could have catastrophic consequences given Ebola’s devastating mortality rate and its capacity for rapid spread in urban environments.

The agency reiterated that Nigeria’s 2014 Ebola response success — internationally celebrated as one of Africa’s finest public health achievements — was built on early detection, rapid response, aggressive contact tracing, and transparent public communication. These same principles, the NCDC stressed, must guide the current preparedness effort across all high-risk states.

Members of the public in all ten flagged states are urged to remain calm, avoid panic, and maintain standard hygiene practices — including regular handwashing, avoiding contact with persons displaying Ebola-like symptoms, and immediately reporting any suspected cases to the NCDC emergency hotline: 0800-970000-10.

Healthcare workers across the flagged states are specifically reminded to use full personal protective equipment (PPE) when treating any patient presenting with unexplained fever, severe vomiting, diarrhoea, or bleeding — and to immediately notify state and national health authorities of any suspected EVD case without delay.
