Capital Budgets Without Cash: How Trillions Approved by NASS Failed to Reach MDAs

Abuja, Nigeria – Concerns are mounting over the persistent gap between approved capital budgets and actual releases to government agencies, as trillions of naira passed by the National Assembly of Nigeria (NASS) reportedly fail to reach Ministries, Departments, and Agencies (MDAs).

Despite yearly approvals of ambitious capital expenditure aimed at infrastructure and development, many MDAs continue to operate with limited or no funding, leading to stalled projects and unmet public expectations.

Analysts say the issue lies in poor revenue performance, cash flow constraints, and inefficiencies in budget implementation.

Under Nigeria’s fiscal framework, budget approvals do not automatically translate into cash backing. Releases depend heavily on actual government revenues and borrowing capacity, often managed by the Federal Ministry of Finance and the Office of the Accountant-General.

When revenues fall short, capital projects are typically the first to suffer cuts or delays.

Experts also point to weak monitoring systems and bureaucratic bottlenecks that slow down fund disbursement, further widening the gap between approved budgets and execution.

The development has raised concerns about transparency and accountability, with stakeholders calling for reforms to ensure that budgetary allocations are realistic, fully funded, and effectively implemented.
Observers warn that unless the disconnect between budget approvals and actual releases is addressed, Nigeria may continue to struggle with abandoned projects and slowed economic growth.
