Dangote Refinery Stops Petrol Sales to Fuel Importers Over Blending Concerns

The Dangote Petroleum Refinery has stopped selling Premium Motor Spirit (petrol) to major marketers that import petroleum products into Nigeria, according to refinery officials cited by the media.

CDA News Nigeria reports that an official of the refinery, speaking anonymously, confirmed the move to Punch. The official said the refinery would no longer supply marketers who blend its Euro-5 petrol with imported grades.

CDA News Nigeria gathered that another source said the refinery is now prioritising sales to members of the Independent Petroleum Marketers Association of Nigeria (IPMAN) and other marketers not known to import petrol.

The refinery had earlier threatened to stop doing business with importers it accused of mixing its fuel with imported products. The latest move has raised fresh tension with importers, who fear supply problems if they cannot import petrol and also cannot buy from Dangote. They have criticised the restriction as an attempt to block competition from imports, and challenged the refinery to show that imported petrol falls below the required quality standard.

IPMAN’s national publicity secretary, Chinedu Ukadike, said independent marketers do not currently import petrol, and that they are willing to buy from both local refineries and importers depending on price and availability. He said he could not confirm that importers blend Dangote’s petrol with imports, but added that the refinery is best placed to decide what measures to take against adulteration.

Reports also say some marketers have gone to court seeking an order that the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) continue to grant them import licences.

The blending allegation has not been independently verified. At the time of filing, the refinery had not publicly detailed the policy, and importers had not responded to the blending claim beyond their criticism.
