United States Congressman Riley Moore has formally presented a comprehensive report to President Donald Trump outlining the persecution of Christians in Nigeria, describing them as bearing the brunt of religious violence in the country .
The report, submitted by members of the House Committees on Appropriations and Foreign Affairs at the White House on Monday, follows months of investigation including a bipartisan fact-finding trip to Nigeria, hearings with expert witnesses, consultations with religious leaders, and meetings with Internally Displaced Persons .
President Trump had redesignated Nigeria as a Country of Particular Concern (CPC) on October 31, 2025, tasking Congressman Moore and Appropriations Committee Chairman Tom Cole to lead a comprehensive investigation into the persecution against Christian communities and security challenges plaguing Nigeria .
According to the official report, Nigeria has become “the most dangerous place in the world to practice the Christian faith,” as jihadist networks exploit weak enforcement to carry out sustained violence against civilians . The report notes that perpetrators have attacked religious sites including churches, kidnapped or killed religious leaders, and in some cases demanded so-called taxes invoking Sharia law as justification .
The findings draw from two on-the-ground assessments through bipartisan congressional delegations to Nigeria, where investigators visited IDP camps in Benue State, met victims of attacks, and held consultations with senior Nigerian officials including National Security Adviser Nuhu Ribadu .
The report outlines several key recommendations including: establishing a bilateral US-Nigeria security agreement to protect vulnerable Christian communities, withholding certain US funds pending demonstrable action by the Nigerian government, implementing sanctions and visa restrictions against individuals responsible for religious persecution, and demanding the repeal of Sharia and blasphemy laws in northern states .
Moore described the White House meeting as productive, stating: “I traveled on a bipartisan delegation to Nigeria and saw with my own eyes the horrific atrocities Christians face. This report outlines concrete steps to impose accountability measures, counter radical Islamic terrorism, and bring security to all the people of Nigeria” .
The report also recommends technical support to help Nigerian authorities address violence attributed to armed Fulani militias and coordination with international partners including France, Hungary, and the United Kingdom .
Moore concluded: “Our brothers and sisters in Christ have suffered in silence for too long. The world is now watching, and I urge the Nigerian government to take the opportunity to deepen and strengthen its relationship with the United States” .
