Rt. Hon. Emeka Atuma: Sponsor of NOSDRA Act — Trailblazer of Environmental Governance in the National Assembly

As political discourse heats up ahead of 2027, the legislative legacy of Rt. Hon. Emeka Atuma, APC candidate for Abia Central Senatorial District, is coming into sharp focus — particularly his landmark sponsorship of the National Oil Spill Detection and Response Agency (NOSDRA) Act.

Representing Ikwuano/Umuahia Federal Constituency from 2003 to 2007, Atuma served as Chairman of the House Committee on Environment and Ecological Matters — a role that covered what are now over five independent committees, including Climate Change.

At the time, the House had only 29 committees, compared to 134 today. Yet, Atuma conceptualized and sponsored the bill that birthed NOSDRA, which was passed into law and established on October 18, 2006.

NOSDRA’s mandate includes coordinating oil spill response, monitoring high-risk areas, and implementing the National Oil Spill Contingency Plan — a framework still active today.

Atuma also represented Nigeria at the Montreal Protocol, Kyoto Protocol, and Clean Development Mechanism Conference in Bonn, Germany, signing key international environmental treaties.
