₦15.8 Trillion Subsidy Windfall: ADC Demands Full Accountability from Tinubu

The African Democratic Congress has called on President Bola Tinubu to provide a full breakdown of how the ₦15.8 trillion saved from fuel subsidy removal has been utilized, citing a troubling disconnect between revenue inflows and visible development.

The African Democratic Congress (ADC) has formally demanded that President Bola Tinubu account for the ₦15.8 trillion subsidy windfall generated since the removal of fuel subsidy in May 2023, intensifying pressure on the administration over the management of the savings . The opposition party’s demand adds to growing calls for transparency regarding the fiscal benefits of the reform, which has been widely credited with strengthening Nigeria’s fiscal position and averting a deeper economic crisis .

The Minister of Finance and Coordinating Minister of the Economy, Taiwo Oyedele, had previously disclosed that between June 2023 and December 2025, fuel subsidy savings generated ₦15.8 trillion for the Federation. Of this amount, ₦5.4 trillion accrued to the Federal Government, while ₦10.4 trillion was shared among states and local governments . The government has maintained that the reform was necessary to redirect resources from an unsustainable subsidy regime to more productive investments in infrastructure, security, human capital development, and social protection .

However, independent monitoring groups tracking public expenditure have documented a troubling disconnect between record revenues and visible development outcomes . BusinessDay reported that despite significant FAAC disbursement increases—state governments alone pocketed N5.186 trillion in 2024 and N7.315 trillion in 2025—roads remain broken, public hospitals remain understaffed, and primary schools operate without basic amenities . Furthermore, BudgIT’s 2025 State of States report found that not a single state spent up to N10,000 per capita on healthcare in 2024, despite record inflows .

CDA News Nigeria reports that the ADC’s demand for accountability reflects a broader public sentiment that the benefits of the subsidy removal have yet to translate into tangible improvements in the lives of ordinary Nigerians. President Tinubu has pledged to consolidate ongoing reforms and has cited improvements in macroeconomic indicators, including a drop in inflation to 15.91% and foreign reserves rising to $52.5 billion . However, critics, including the ADC, argue that these macroeconomic gains have not been matched by visible improvements in public services and infrastructure .
