Kalu Urges Global Legislative Action on Climate

The Deputy Speaker of the House of Representatives, Rt. Hon. Benjamin Okezie Kalu, has proposed a structured global legislative intervention to address climate-related disasters and strengthen resilience in vulnerable regions.

CDA News Nigeria reports that Kalu spoke on Thursday during a debate on urgent parliamentary action on climate disasters at the 153rd Assembly of the Inter-Parliamentary Union (IPU) in Arusha, Tanzania. He said the debate must move beyond pledges to practical, bankable legislative actions.

He proposed two pillars: an investor-ready pipeline of priority projects across clean energy, transport, agriculture, resilient infrastructure and the circular economy, and a project-preparation and transaction-support platform to move viable projects from concept to financing and implementation.

CDA News Nigeria gathered that Kalu said legislation must not remain a statement of intent, and urged lawmakers to see themselves as architects of legal certainty and public accountability.

For Nigeria, he said, climate action is a livelihood and economic issue. He noted that at COP26 the country pledged to reach net-zero emissions by 2060 under its Energy Transition Plan, which he said requires about US$500 billion in additional capital investment. He invited investors to co-finance a pipeline of climate-resilient projects, listing priorities such as solar mini-grids, battery storage, clean cooking, climate-smart agriculture, flood control and electric mobility.

He listed Nigeria’s legislative commitments, including strengthening implementation of the Climate Change Act, monitoring climate-related public spending, supporting carbon-market and green-finance frameworks, improving investor protection and contract enforcement, and expanding state-level electricity markets.

He added that Nigeria’s transition must be just, expanding access to affordable energy, creating decent work and leaving no region or group behind.
