ABUJA – Officials from the Federal Capital Territory Administration (FCTA) have alleged that armed naval personnel threatened to shoot them during a routine enforcement exercise at an illegal construction site in Gaduwa District, Abuja.
The Director of Development Control, Mukhtar Galadima, recounted the incident during an FCTA Executive Council meeting, stating that his team faced stiff resistance and threats of gunfire when they visited the site to verify documents for a project along the Southern Parkway corridor.
According to Galadima, the construction was found to be illegal as the developers, Santos Estate Limited, could not produce valid title documents or building approvals. He reported the matter to FCT Minister Nyesom Wike, who ordered the department to ensure compliance with the law.
The Director of Land Administration, Chijioke Nwankwoeze, clarified that the company only possessed a revoked “letter of intent” from 2007, which did not confer ownership or development rights. The land was originally designated for a park, not residential or commercial use.
The officials emphasized that the construction remains illegal and that all attempts to secure proper documentation have failed.
