Tenure Countdown: States Owe N5.3tn as 12 Governors Near Exit

…Debt Servicing Consumes Nearly 30% of Monthly FAAC Allocations

As twelve Nigerian governors prepare to exit office in 2027, their states are collectively burdened with over N5.3 trillion in debt, raising concerns about fiscal sustainability and the economic legacy they leave behind.

CDA News Nigeria reports that Nigeria’s subnational debt is heavily concentrated among a few states, with Lagos sitting far ahead of other states in both domestic and external debt, accounting for over a quarter of domestic debt and more than a fifth of external debt . A small cluster of states — Rivers, Delta, Enugu, Ogun, and a few others — collectively carry a disproportionate share of Nigeria’s subnational liabilities .

CDA News Nigeria gathered that for many states, nearly 30% of their monthly income is deducted to pay interest before salaries or infrastructure projects can be funded . This fiscal pressure competes with the same limited resources needed to fund healthcare, education, and essential public services .

The Human Debt Burden Report, which examines Adamawa, Benue, Enugu, Kaduna, Ogun, and Rivers, brings fiscal data together with evidence on poverty, healthcare, and education to measure the human cost of debt . The report asks: “What happens to people when debt obligations come before the services they depend on?”

Lagos carries the largest debt stock at ₦1.35 trillion, yet remains one of the country’s strongest fiscal performers due to its large and diversified Internally Generated Revenue (IGR) base . Bayelsa, however, demonstrates how a state with a larger economy can struggle — its Debt-to-IGR ratio stands at 9.75x, making it one of the most fiscally stressed states .

Anambra, despite having no oil advantage, demonstrates how commerce, enterprise, and fiscal discipline can create a more resilient financial position . The biggest lesson from the data, analysts note, is that debt without revenue is the problem — what separates stronger states from weaker ones is their ability to generate sustainable internal revenue and diversify their economies .

As these 12 governors prepare to hand over, the question remains: what economic legacy will they leave behind?
