A civic group, the Concerned Citizens of the Federal Capital Territory (FCT), has issued a stern three-day ultimatum to the Abuja Municipal Area Council (AMAC), demanding the immediate publication of all documents related to a multi-million naira outdoor advertising contract or face legal action.
The group accuses the council of breaching the Freedom of Information (FOI) Act, 2011, by failing to respond to a formal request sent on November 24, 2025, for details of its partnership with Takushara Nigeria Limited.
In a follow-up letter to AMAC Chairman Hon. Christopher Maikalangu made public on Thursday, the group’s Coordinator, Dr. Joel Dipo, stated that the mandatory seven-day response window had elapsed without a reply. The letter grants “an additional three days from the date of receipt” to provide the information before initiating a lawsuit.
Documents Sought and Allegations
The group’s demand is driven by “credible intelligence suggesting irregularities in AMAC’s outdoor advertisement revenue processes.” They are specifically requesting four key documents:
1. The public advertisement that initiated the partnership.
2. Applications submitted by Takushara Nigeria Limited and other bidders.
3. The Memorandum of Understanding (MoU) between AMAC and Takushara.
4. A financial statement of all revenue generated from the partnership.
Quoting Section 2(2) of the FOI Act, the letter reminded the council of its statutory duty to maintain information “in a manner that facilitates public access.”
While acknowledging the council may have been preoccupied, the group’s stance is firm: “in the case that you refuse to release the needed information as stipulated by the law, take notice that we will immediately initiate a suit in a competent court of jurisdiction.”
