Rt. Hon. Sam Onuigbo’s emergence as the first African President of GLOBE Legislators has sparked renewed discussions about Africa’s role in shaping global climate policy and translating international commitments into national legislation.
CDA News Nigeria independently verified that Onuigbo was inaugurated on June 24, 2026, at the Parliament of the United Kingdom during the London Climate Action Week, becoming the first African to lead GLOBE Legislators in its 35-year history. CDA News Nigeria gathered this from a report examining his climate advocacy and the challenges ahead.
The report highlighted Onuigbo’s role as the sponsor of Nigeria’s Climate Change Act, 2021, describing it as a landmark law that established the National Council on Climate Change and strengthened the country’s climate governance framework. It also noted his previous service as Commissioner in Abia State and former Chairman of the House of Representatives Committee on Climate Change.
According to the report, Onuigbo’s new position presents an opportunity to amplify Africa’s voice on climate action while promoting stronger parliamentary cooperation, climate education and legislative capacity across the world. It also acknowledged significant challenges, including climate finance, geopolitical tensions and domestic implementation of environmental laws.
CDA News Nigeria reports that the report concludes with cautious optimism, expressing confidence that Onuigbo’s legislative experience and climate advocacy could help bridge the gap between global climate commitments and practical action by national parliaments.
