FCCPC Seals Abuja Estate Over ‘Undelivered Homes’ as Developer Faults Move

The Federal Competition and Consumer Protection Commission (FCCPC) has sealed Paradise Estate in the Life Camp area of Abuja over the developer’s alleged failure to hand over housing units to subscribers who made full payments over three years ago .

Speaking after the enforcement exercise on Thursday, FCCPC’s Deputy Director of Surveillance and Investigation, Mr Marvin Nadah, said the Commission acted after exhausting all administrative remedies.

“These complaints went through our redress process. We issued a compliance notice directing the company to hand over properties that consumers have fully paid for. Failure to comply with that notice, in line with Section 150 of the FCCPA 2018, is why we are here to carry out this enforcement,” Nadah explained .

The Commission said the developer was formally served on February 24, 2026, and given seven days to comply but failed to do so .

However, the management of Paradise Estate faulted the action, insisting the dispute is purely contractual. Speaking through its Head of Legal, Mr Aloysius Ezengwa, the company argued that the transaction was governed by a valid contract of sale freely executed by both parties .

Ezengwa further disclosed that the company has filed an appeal against the Commission’s decision at the Competition and Consumer Protection Tribunal, adding that the matter is still pending .

But the FCCPC maintained that it is unaware of any appeal and reiterated that its action is lawful and necessary to protect consumers from exploitation .
